PART A - INTRODUCTION
1. STATEMENT OF INTENT & PROJECT OVERVIEW
The City of Fishers (“City”) issues this Request for Proposal/Services (“RFP”) to prospective entities (“Respondents”) interested in submitting a Design Services Proposal (“Proposal”) for the City’s Municipal Complex and Amphitheater (also known as “Central Green”). The Proposal shall utilize and refine general concepts previously developed by a Master Plan Site Study (“Master Plan”), attached hereto and incorporated herein as Exhibit 1.
The intent of this RFP is to identify a qualified organization or team offering a unique proposal that meets design objectives stated herein, and who will participate in refining and implementing a Central Green design. The winning Respondent will enter into a Design Services Agreement (“Agreement”) with the City and produce a final Central Green Design, which the City anticipates bidding for construction on or before September 1, 2017.
2. GENERAL INFORMATION
A. The City of Fishers: Over the past thirty years, the City has experienced tremendous growth, from a population of 8,000 in 1980 to the sixth largest municipality in Indiana in 2013. As the City plans for its future, it recognizes that the essential services required for a growing community are changing. By 2040, the City’s population is projected to be 131,000, with available jobs within the City at 64,190.
B. Downtown Fishers: As the City’s population increases, the Nickel Plate District (“District”) is transforming into a destination where City residents live, work, shop and dine. The District creates a sense of neighborhood for citizens and serves as an economic engine that is vital to the City’s long-term, financial stability. To date, District redevelopment has been a catalyst to attract and inspire innovative business development and encourage entrepreneurial talent—all of which results in market-driven job creation in the City.
The City’s Downtown 2030 Master Plan guides the District’s development. The Master Plan, which has been incorporated into the City’s Nickel Plate District Code (“Code”), provides design, zoning, and other site development/redevelopment requirements for the District.
The District encompasses a wide variety of land uses and additionally serves as the civic hub of the City. The District includes residential properties, small businesses, large retailers, office uses, restaurants, and municipal facilities and amenities.
C. Central Green. Central Green is located within the Municipal Complex and is utilized for community events such as large and small concert events, festivals, Farmers Markets and day-to-day activities. As the community matures, there is a desire to utilize Central Green for more robust community events, to reinforce the sense of community, to enhance the experience of events for attendees, and to make these events appealing and accessible for all residents. Fishers’ vision is a smart, vibrant, and entrepreneurial community; the Proposal should embrace the spirit of the vision and community, while incorporating design elements of surrounding developments to create a cohesive space.
3. DESIGN OBJECTIVES
The City currently utilizes the Central Green for several community events, including concerts and festivals. The City envisions expanding the uses of t Central Green to include more day-to-day activities such as lunch, meetings, breaks, picnics, and seating.
The Proposal should utilize and generally refine the scope and vision of the Master Plan. The Proposal should promote a versatile and vibrant space and include the following, utilizing the Master Plan’s basic elements:
• General Site access and circulation
o Food Truck parking area(s) and access drive(s)
o ADA accessible
o Pedestrian walkways/Connectivity to surrounding areas
o Vehicle and Bicycle Parking
o Expansion of Amphitheater stage
o VIP seating/areas
o Stage rigging space
o Storage area
o Greenroom improvements
o Restrooms (Male, Female and Family)
• Open space/lawn
o Demolition of Gazebo
o Gathering spaces
• Visual Interest
o Lighting features/Decorative lighting
o Shelter areas
• Timeline of implementation
The anticipated budget for this project is $6,000,000.00 (Six Million Dollars), which includes construction and all preliminary services (including design).
5. SELECTION AND AWARD PROCESS
Following receipt of the Proposals, the City reserves the right to conduct discussions with one or more of the Respondents, who may be invited to meet with the City to further discuss their Proposal. After selecting the winning Proposal, the parties will explore how to incorporate the Proposal into a final design that fits within the City’s allocated budget. The parties will negotiate a Design Services Agreement (“Agreement”) to be approved by the City’s Board of Public Works and Safety.
The selection, negotiation and award for an Agreement for Central Green will be based upon the following criteria (“Selection Criteria”):
• Technical Proposal – The design incorporates the elements set forth in the Design Objectives and Master Plan.
• Qualifications – Respondent(s) responses to Part B.
• Feasibility – The concept is appropriate to the location and can be delivered within the desired timeframe and budget.
• Spirit – The design concept embraces the smart, vibrant, entrepreneurial personality of Fishers
• Process – The ability to establish and maintain a pleasant working relationship with the Committee and staff.
Based upon information and data provided by the Respondent(s) in response to the RFP, Fishers may award a contract to the entity that presents the best combination of Selection Criteria. The issuance of this RFP does not commit or bind the City to enter into a contract or proceed with the procurement process. Unless otherwise stated herein, the City assumes no obligations, responsibilities, or liabilities to reimburse all or part of the costs incurred by parties responding to this RFP, which shall be borne solely and exclusively by each Respondent. The City reserves the right to cancel the opportunity, as the best interest of the project may dictate. All documents, work product, or proprietary information submitted to the City in response to this RFP or throughout the procurement process shall become the sole and exclusive property of the City.

Respondents shall provide the City with information regarding its proposed approach to creating an innovative Central Green design to be implemented by the City and how it believes its approach will best accomplish the City’s goals and objectives for the Project. Respondents shall provide the City with a conceptual plan for a Central Green design to be implemented by the City.
