Senior Controller Staff - Economic Development
Position Type: Full-Time

Salary Range: $28.25 - $41.11 Hourly / $51,407.00 - $74,824.00 Annually

Location: Fishers City Hall, 1 Municipal Drive

Position Description:

The City of Fishers continues to grow at a rapid pace with economic development at the forefront. Projects like IKEA, Top Golf and the Nickel Plate District are examples of this exciting economic growth. With no signs of slowing down, the Senior Controller Staff - Economic Development plays a key role in maintaining the fiscal accountability of Tax Increment Financing (TIF) allocation areas and maintaining transparency for publicly financed projects in the City. Reporting to the City Controller, the position provides direct support to the City's Economic Development team.

Examples of Duties

• Prepare Economic Impact Analysis, Feasibility studies, Tax Impact Analysis and required Department of Local Government Finance (DLGF) reporting
• Debt management and tracking for all TIF allocation areas including: revenue paid to trustee-held bonds; and revenue that remains in City accounts
• Work with Controller to maximize Bond ratings from rating agencies
• Manage trustee bank distributions of Bonds
• Manage Budget and provides monthly and ad hoc reports to the Redevelopment Commission and Economic Development staff
• Work with County and State to monitor Tax Increment Revenues and property tax appeals
• File Continuing Disclosures for Redevelopment Bonds
• Manages escrow accounting of Bond proceeds
• Manage lease agreements backed by TIF
• Maintain and audit reports required by State Board of Accounts.
• Ensure proper reporting to State, EMMA, and Bloomberg are conducted
• Work with outside consultants to develop project pro formas

Minimum Qualifications

Bachelor's Degree - public finance, accounting or business related degree preferred; 3-5 years' experience in related field - public finance experience preferred; Advanced knowledge of accounting principles; Advanced knowledge of office and accounting software; Experience working with EMMA, Gateway and Bloomberg preferred; Strong attention to detail and time management skills.
