Fishers created the 2030 Downtown Plan to identify a vision for reinvestment and redevelopment in the downtown area, known as the Nickel Plate District. The Downtown Plan led to the creation of a conceptual Master Plan for the District that illustrated the vision of the plan. To implement and regulate this plan, a new code, the Nickel Plate District Code (PDF) needed to be implemented.
